Sherry Adams - Administrator, Southwestern District Health

Sherry has worked as a Registered Sanitarian/Registered Environmental Health Specialist at Southwestern District Health Unit in Dickinson since 2004. She has worked in Emergency Preparedness and Response for 11 years, is certified in Homeland Security at Level V and Domestic Preparedness.

The What, When, Where, and How of Medical Shelters (60 min): This presentation will discuss when to set up a medical shelter, what is needed for the various shelter types, how to operate a shelter, where shelters can be located, and fundamentals of running a shelter. The different types of shelters will also be explored.

 

Tony Aukland - IT Security Analyst, NDITD

Tony Aukland, has been working in IT for the State of North Dakota for 20 years. His roles include Desktop (physical and virtual) Systems/Server Administrator, Unified Communications and Security. He is affiliated with the NDSLIC, North Dakota State and Local Intelligence Center (NDSLIC), as an IT Security Analyst focusing on Cybersecurity.

Cybersecurity and the NDSLIC (60 min): This presentation will discuss cybersecurity trends and methods, the NDSLIC (North Dakota State and Local Intelligence Center), and the role NDSLIC plays in Cybersecurity for the State and Private Industry.

 

Ryan Dreher - Health Alert Network and IT Coordinator, NDDoH

As a member of the Emergency Preparedness and Response team with the Department of Health here in North Dakota for the past 3 years, Ryan has been a valuable support asset for communications including the Han Alert Network and BTWAN Video technician. He's trained in setting up and maintaining most all of the large assets in the Medical Cache and in his free time supports our country in the National Guard.

ReGroup - Group Notifications and Call Downs (30 min): This training will describe the purpose and functions of ReGroup software and how it is being utilized by the Department of Health for messaging and alerts. Learn how facilities can utilize this system for their internal drills and employee call downs. Learn how to request or schedule messaging and how to update information within the system to ensure the correct individuals are being contacted when needed.

 

Derek Hanson - ICS/NIMS/HICS Instructor, Heartland Consulting

Derek is the president/owner of the Heartland Consulting Group. The company provides training, exercises, planning, consultation, response, and recovery services to the upper Midwest region. Clients include governmental agencies, private companies, and healthcare facilities.

ICS and NIMS Basics (60 min): This is a basic introduction to ICS and NIMS programs as they pertain to health care facilities. Various levels of ICS training will be discussed, including the HICS (Hospital Incident Command System). Discussion will include how to integrate the Unified Command System into the community during an emergency.

Severe Weather and Your Healthcare Facility (60 min): Is your facility responding appropriately to a tornado or other serious weather threat? Join us in this discussion of common weather emergencies and how to respond. These discussions may affect your facilities response procedures. Topics include how to integrate the Unified Command System into the community during an emergency. The NWS, NOAA, and other valuable resources will also be discussed.

 

Molly Howell, MPHD - Assistant Director for Disease Control, NDDoH

Molly is the Immunization Program Manager and Assistant Director for the Division of Disease Control. She has been with the Department of Health since 2003. She has previously published immunization-related articles in Public Health Reports, Travel Medicine and Infectious Disease, Morbidity and Mortality Weekly Report, and the New England Journal of Medicine.

Infectious Diseases A(IDS) to Z(ika) (60 min): This session will review Disease Control activities conducted over the past year. Information includes highlights about diseases in North Dakota and the United States, responses to outbreaks, new immunization recommendations and emerging infections. (Slides)

 

Paul Kulich - Midwest Regional Sales Representative

The Portacount is widely utilized across healthcare institutions in the US for compliance as required by OSHA, JAHCO, and the CDC.

Quantitative fit test training using TSI's PortaCount (2 hr):This course is an in depth training session on how to use the 8038 PortaCount fit testing machine. It can be used as a refresher course for those who currently use the PortaCount machine or as an introduction to quantitative fit testing for those that are interested in learning more about the PortaCount machine.

 

Joseph Malhoit - Special Agent and Training Coordinator, FBI

Joseph has been an FBI Agent for the past 19 years. For the past three years, Malhoit has been the Training Coordinator for the Minneapolis FBI Office. During his FBI career, Malhoit has been a Crisis Negotiator, the Employee Assistance Coordinator, a Relief Supervisor and the Crimes Against Children Coordinator.

Active Shooters in Diverse Environments (60 min): The Minneapolis FBI has developed a presentation which addresses an active shooter threat in a diversity of situations. During this presentation, SA Joseph Malhoit, will cover both what to do in an active shooter situation to increase the probability of survival and how to identify potential pre-event indicators of a person preparing to embark on a mass violence event. He will look at past mass violence events and the research and statistics related to active shooters. Another aspect of this presentation, which is unique, is that SA Malhoit will instruct attendees regarding “Active Listening Skills.” These skills can be used to assist people with preventing an Active Shooter situation and not just surviving one.

 

Charity Menefee, CHEP - Knox County Health Regional Hospital Coordinator

As Regional Hospital Coordinator, Charity functions as the point of contact with hospitals and healthcare organizations in Knox County, TN, for emergency preparedness planning and response activities. She also serves as a Health Service Administrator in the Tennessee Air National Guard, where she provides Organizational Management functions for the 134th Medical Group. She is currently a Certified Healthcare Emergency Professional (CHEP).

Dark Days and Defining Moments: A Coalition's Response to a Devastating Bus Accident (60 min): In 2013, a tragic bus crash on Interstate 40 in Jefferson County, TN, demonstrated the Knox/East Tennessee Healthcare Coalition’s (KETHC) preparedness through best practices for patient triage and transfer, hospital surge, fatality management, victim counseling, family reunification, and emergency/communication systems. This session will describe the incident response and how long-term community preparedness resulting from annual regional exercises, strong and diverse partnerships, and strong community involvement not only saved lives, but reinforced the vital role of the healthcare coalition in meeting unexpected needs of a tragedy such as this.

 

Stephen Pickard, MD, PHP

After graduating from the University Of Louisville School Of Medicine and completing a residency in internal medicine, Dr. Pickard joined the U.S. Public Health Service in 1985. Dr. Pickard spent six years as a clinician and 11 as an epidemiologist, and was then assigned by CDC to work with the NDDoH assisting the state with emergency preparedness. It was in this role that he was the NDDoH lead emergency planner for 13 years until his retirement in 2015.

How to Write a Preparedness Plan (60 min): This presentation will discuss planning structures, common errors, and elements of a quality preparedness plan. A method for plan writing will be demonstrated. (Slides)

 

Colleen Reinke - Public Information Director, NDDoH

Colleen Reinke has a BA in English and a JD from UND. She has been with the NDDoH for nearly three years, most of which she has served as the lead Public Information Officer (PIO) and the lead PIO for emergency response.

Representing Your Organization to the Media (60 min): This session will present an overview of how to prepare for a media interview and how to present yourself at that interview. Participants will learn the value of talking points.

 

Marc Roe

Marc Roe is a Technical Service Specialist with 3M Company and is a Certified Industrial Hygienist. He has his Masters of Science in Public Health and has worked as a firefighter and EMT. Marc’s role within 3M is to support PAPR systems within healthcare and emergency preparedness settings. 

3M PAPR Options for Decon: What to Use When (60 min): 3M Versaflo PAPRs are the newest option in North Dakota’s emergency preparedness PAPR arsenal. This presentation will discuss various options available to help protect healthcare workers against the different hazard they potentially face. There will be hands on demonstration specific to the 3M Versaflo PAPRs.

 

Jeffrey A. Sather, MD, FACEP - EMS Medical Director, NDDoH

Dr. Sather has been involved in Emergency Medical Services for more than 35 years as either an EMT, Paramedic, or EMS Medical Director. He has been the Medical Director of the Emergency Trauma Center at Trinity Health for 15 years. He recently spent several weeks in Ghana working with the health and medical system there and will share his experiences and lessons learned..

Emergency Medical Services in Ghana West Africa (60 min): Understand healthcare within other underdeveloped countries and what it takes to move the healthcare system forward with Africa. This presentation will discuss the history of Ghana and the relationship between the Ghanaian country and North Dakota. It will offer a personal perspective on the culture, the people and the healthcare system.

 

Juli Sickler - Deputy Incident Commander, NDDoH

Juli is the Division Director for the Public Health Emergency Preparedness and Response Division. She has been with the NDDoH for 13 years. She has participated in the development and implementation of the State’s emergency operations plans and the department’s operations center (DOC). And she functions as the Deputy Incident Commander during DOC activations.

Who Do I Call? The Role of Public Health (45 min): After 9/11, the United States realized that public health needs to be a response partner for all emergency hazards occurring in the country. With funding and guidance from the Centers for Disease Control and Prevention (CDC), state health departments across the country began developing response planning and infrastructure in the health and medical fields. This session will outline how public health and medical agencies in ND are part of a statewide response system. Participants will learn about each of eight public health jurisdictions in ND, how local public health is coordinating response activity in their jurisdiction and how to contact public health personnel when necessary.

 

Andy Stann - Regional Sales Manager, Med Sled Evacuation

Med Sled, based out of St. Louis, specializes in the movement of people in disaster situations, and has placed more than 60,000 evacuation devices in 3,500 facilities across the world. They have completed thousands of drills, assessments, and trainings and been integral partners in numerous real life events.

Evacuation Protocols and Assumptions vs. Lessons Learned (60 min): This presentation will provide history on federal funding of emergency management, evacuation terminology, and typical protocols and assumptions surrounding evacuations. Typical protocols and assumptions will be challenged using lessons learned from recent disasters.

 

Brenda Vossler and Larry Regorrah

Brenda Vossler - Training and Exercise Officer of Homeland Security with ND DES: She manages the state training and exercise program for emergency management and emergency responders. Prior to her current position, Brenda was the Hospital Preparedness Program Director with the North Dakota Department of Health for 10 years. Brenda’s background is in nursing. She earned her diploma from Bismarck Hospital School of Nursing in Bismarck, North Dakota in 1974 and her Bachelor’s Degree in Nursing from the University of Mary in Bismarck in 1991. Brenda’s post-graduate work resulted in receipt of the Emergency Preparedness and Response Certificate from the University of Minnesota in 2004.

Larry Regorrah - Training and Exercise Specialist with ND DES: He has been with NDDES for 2 ½ years, spending 10 months as a Geographic Information Systems Specialist before becoming a Training Specialist. A graduate of the University of North Dakota, he holds a Bachelors of Business Administration degree, with a major in Aviation Administration & a minor in marketing. After leaving UND Aerospace, Larry worked for UND’s Environmental Training Institute, facilitating classes for contractors on how to deal with lead paint, asbestos, and mold. His experience in aerial surveying & mapping lead to his work in Geographic Information Services. Larry still holds a Certified Flight Instructor certificate, and provides freelance instruction in his spare time. He is also a member of the National Association of Flight Instructors, and is a Captain in the ND Wing of the Civil Air Patrol (United States Air Force Auxiliary).

Exercise Planning with HSEEP Principles (2 hr 30 min): This session will introduce participants to the Homeland Security Exercise and Evaluation Program (HSEEP) with a focus on the development and evaluation of emergency preparedness and response exercises. After completion of this session you should understand the role of HSEEP in National Preparedness and how HSEEP exercise principles and methodology support efforts across the whole community to build, sustain, and deliver core capabilities. Tim Wiedrich, MSM - EPR Section Chief, NDDoH

Tim is currently the Section Chief of the Emergency Preparedness and Response Section. Tim received his Bachelor’s and his Master’s degrees in Business Administration and Management from the University of Mary. He received a Certificate of Public Health Emergency Preparedness from the University of MN.

NDDoH Medical Assets: What We Have and How to Request (60 min): Will discuss the response assets in the NDDoH medical cache and how to request them. Will also take a brief tour of the assets that will be displayed in the parking lot.

When Disaster Strikes Panel (60 min): A panel discussion incorporating real life and/or potential events and response capabilities to situations which have or could have occurred within North Dakota, focusing upon the response team and role of the players and agencies within a disaster. Panel members include individuals whose organization or facility has requested assistance from the NDDoH.
